In response to a mounting concern on and anxiety over the threat of the dreaded H1N1 influenza, popularly known as the swine flu, Cebu archbishop Ricardo J. Cardinal Vidal issued an Oratio Imperata for the protection of Cebu and the country from such  affliction.
